Learn more at: https://www.iegives.org/funds/rffc/; and IECF Regional Priority Plan RPP - IECFInland Economic Growth and Opportunity Initiative (IEGO)In 2023, the Inland Empire Community Foundation (IECF) continued to lead the Inland Economic Growth and Opportunity Initiative, originally launched by Brookings. This planning process has evolved into a robust regional network focused on creating high-quality jobs and the creation of an inclusive economic development team within IECF. In the spring of 2023, IECF successfully applied for and was awarded the California Jobs First planning grant, emphasizing incorporating community input into the Inland Empire's economic planning process. This initiative engaged over 500 individuals and more than 70 different organizations. Additionally, in the fall of 2023, IECF received the CREATE grant from the California Community Colleges Chancellor's Office. This grant provides essential labor market data to all 12 regional community colleges, making IECF the first nonprofit in California history to receive this prestigious designation. California Jobs First (formally called the California Community Economic Resilience Fund (CERF))In 2023, the Inland Empire secured the California Jobs First planning grant, thanks to the collaborative efforts of the Inland Empire Community Foundation (IECF), Inland Economic Growth & Opportunity (IEGO), and the Inland Empire Labor Institute (IELI). This milestone initiated a comprehensive regional planning process, engaging over 500 individuals from various sectors to chart a course for a more prosperous, equitable, and sustainable future. Through extensive research, the plan identified Green Energy and Technology, Advanced Manufacturing, and Cybersecurity/Information Technology as key industries with high job growth potential. The community-driven process, organized through Subregional Tables, Committees, and Equity Councils, ensured diverse voices were heard. As the Inland Empire moves towards a more technological and carbon-neutral future, the plan emphasizes the importance of prioritizing its most valuable asset-its people-to create an inclusive and thriving region for all residents.Educational EquityOver six months in 2024, through the generous support of the Bill & Melinda Gates Foundation and IECF donors (over $1.5 million), more than 500 young people were engaged across Riverside and San Bernardino Counties in a series of Freedom Dreaming sessions. The 50 sessions-grounded in the radical imagination work of Robin D.G. Kelley and the pedagogical wisdom of bell hooks-engaged students from15 school districts and 15 community organizations to envision education not as it is, but as it must become. The report, currently being finalized, carries the students' voices, their dreams, and their demands. It presents not just data, but testimony; not just problems, but pathways forward. Most importantly, it lays out a commitment of $5.3 million over two years to honor these youth voices with action, understanding that true educational equity requires both resources and revolutionary love.Office of Policy and EngagementIn 2024, IECF furthered its work building up the capacity of the Inland Empire to engage on policy issues by hosting capacity-building workshops with partners, continuing its engagement in Sacramento with elected leaders in partnership with volunteer board members, and hosting the Policy & Philanthropy Summit (formerly the Policy Forum) with over 500 attendees in person to hear from state and local leaders about their thoughts on philanthropy, accessing public dollars, closing equity gaps, and more. IECF's Summit also hosted sessions on big issues facing the region, in partnership with leading coalitions: housing, health, inclusive economies, education, and climate and environment. IECF's Board-led Policy Committee was active in developing the Summit and various local partners were instrumental in shaping the breakout discussions that will help IECF focus its resources on creating communities that thrive. Additionally in 2024, IECF deepened its engagement with state housing leadership, including collaboration with Tomiquia Moss, Secretary of the California Business, Consumer Services and Housing Agency, to support regional strategies that expand affordable and stable housing. IECF also invested time in coalition building related to the California Jobs First initiative and supported advocacy efforts aligned with IECF's CIELO Fund and Black Equity Initiative to elevate the importance of equitable investment across the region.

Return Reference Explanation
Part IV, Line 2b: Obligations for Charitable Remainder Trust payments.
Part V, Line 4: The Foundation employs a spending policy of 4% for endowed funds. Annual distributions from the endowment funds in the form of grants and scholarships are made in keeping with the original donors intent. Distributions from unrestricted/board designated endowment funds are subject to the spending policy and are disbursed to 501(c)3 organizations following a competitive grant process.
Part X, Line 2: Financial Statement Footnote Reporting Organization's Liability for Uncertain Tax Positions under FIN 48 (ASC 740): The Foundation is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by the Foundation in its federal and state exempt organization tax returns are more likely than not to be sustained upon examination. The Foundation returns are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.
Part XI, Line 2d - Other Adjustments: Change in value of split-interest agreements 101,857. Management fees - agency funds 179,152.
Part XI, Line 4b - Other Adjustments: Invest. Inc. - agencies booked as liability/treated as revenue for Form 990 2,039,426. Support for agencies booked as liability/treated as revenue for Form 990 832,350.

Supplemental Information. Provide the information required in Part I, line 2; Part III, column (b); and any other additional information.
Return Reference Explanation
Part I, Line 2: Inland Empire Community Foundation monitors its grants to ensure that funds awarded are used for the purposes specified in the grant proposal submitted through: A) Award letter - Grantees receive an award letter specifying the performance period for the grant, typically one year. The award letter delineates the objectives that the grant is supporting as specified in the proposal, alerts the grantee to review and sign the grant agreement, and informs the grantee of the deadline of the final report. B) Grant agreement - Grantees are required to sign the grant agreement before any funds are disbursed. The grant agreement explicitly describes the following: 1. Section 1: Use of Grant Funds Grant funds must be expended within the grant period, for the purpose and objectives described in the grant proposal. Grant funds may not be expended for any other purpose without prior written approval by Inland Empire Community Foundation. If the organization encounters significant difficulties in making use of the funds as specified in the proposal, or if the grant funds cannot be spent within the grant period, grantee must notify Inland Empire Community Foundation in writing promptly. Requests for variances or extensions are reviewed on a case-by-case basis. If a request is denied, unused funds must be immediately refunded to the Foundation. 2. Section 4: Final Report and Records The Grantee will submit the Grant Evaluation report per the deadline set forth in the award letter. This report includes a narrative on outcomes based on goals and objectives set forth in the grant proposal and an expenditure report documenting use of grant funds. If equipment was purchased, copies of receipts need to be included.
