What is the organization's primary exempt purpose? TO PROMOTE THE COMMON BUSINESS INTERESTS OF ITS MEMBERS WITHIN THE MEANING OF SECTION 501(C)(6) OF THE INTERNAL REVENUE CODE BY PROVIDING LEADERSHIP ON KEY ISSUES AND STRATEGIC POLICY RECOMMENDATIONS BY SUPPORTING PROACTIVE PROGRAMS THAT STIMULATE ECONOMIC GROWTH OPPORTUNITIES FOR THE ENTIRE STATE OF IOWA AND ITS RESIDENTS.
Describe the organization’s program service accomplishments for each of its three largest program services, as measured by expenses. In a clear and concise manner, describe the services provided, the number of persons benefited, and other relevant information for each program title.
28 POLICY DEVELOPMENT. THE MAIN FUNCTION OF THE ORGANIZATION IS TO DEVELOP POLICIES AT THE STATE LEVEL THAT STIMULATE STRONG ECONOMIC GROWTH, RESULTING IN ADDITIONAL JOBS AND INCREASED STATE AND LOCAL REVENUES. OUR MEMBER ORGANIZATIONS WORK ON ECONOMIC DEVELOPMENT AT THE LOCAL LEVEL TO ENCOURAGE BUSINESS RELOCATION, EXPANSION AND ENTREPRENEURSHIP IN IOWA COMMUNITIES. THE ICA HELPS TO ENSURE THAT THERE ARE STATE AND LOCAL TOOLS IN PLACE TO HELP ENCOURAGE THIS GROWTH. THIS INCLUDES WORKING WITH THE IOWA GOVERNOR'S OFFICE, THE IOWA ECONOMIC DEVELOPMENT AUTHORITY AND LEGISLATORS TO DEVELOP, IMPLEMENT AND EXECUTE PROGRAMS AVAILABLE FOR BUSINESS ATTRACTION AND EXPANSION. THIS ACTIVITY TAKES PLACE WITH AGENCIES IN THEIR OFFICES AND WITH LEGISLATORS AT THE IOWA CAPITOL. THE ORGANIZATION UTILIZES CONTRACTS WITH LOBBYISTS AND AN EXECUTIVE DIRECTOR TO CARRY OUT THIS PURPOSE, WITH ASSISTANCE FROM THE MEMBER ORGANIZATIONS. THIS ACTIVITY HAS BEEN CARRIED OUT SINCE THE INCEPTION OF ICA. IT FURTHERS ICA'S EXEMPT PURPOSE OF PROMOTING THE COMMON INTERESTS OF ITS MEMBER ORGANIZATIONS BY WORKING TO COORDINATE STATEWIDE ECONOMIC DEVELOPMENT POLICIES WITH THE LOCAL INITIATIVES OF OUR MEMBERS. THIS WORK ALSO INCLUDES COORDINATION WITH OTHER BUSINESS ADVOCACY GROUPS SUCH AS THE IOWA BUSINESS COUNCIL, THE IOWA ASSOCIATION OF BUSINESS AND INDUSTRY, THE IOWA TAXPAYERS ASSOCIATION AND THE IOWA CHAPTER OF THE NATIONAL FEDERATION OF INDEPENDENT BUSINESSES. THE ICA EXECUTIVE DIRECTOR COLLABORATES WITH THESE GROUPS TO ENSURE A SIMILAR MESSAGE AND APPROACH TO BUSINESS ISSUES IN THE STATE OF IOWA.

29 NETWORKING AND PROFESSIONAL DEVELOPMENT. A SECONDARY ACTIVITY FOR THE ORGANIZATION IS TO PROVIDE A VEHICLE FOR NETWORKING AND PROFESSIONAL DEVELOPMENT BETWEEN CHAMBER EXECUTIVES AND THEIR STAFF. SIGNIFICANT TIME IS DEVOTED AT MONTHLY IN-PERSON MEETINGS TO DISCUSS APPROACHES TO SIMILAR ISSUES AND TO SHARE IDEAS. IN ADDITION TO MONTHLY MEETINGS, THE ICA HOSTS AN ANNUAL RETREAT THAT SPENDS SIGNIFICANT TIME ON PROFESSIONAL DEVELOPMENT AS WELL AS PERIODIC PROFESSIONAL DEVELOPMENT OPPORTUNITIES THROUGH WEBINARS. TOPICS FOR THE RETREAT AND PROFESSIONAL DEVELOPMENT OPPORTUNITIES VARY BASED UPON SIGNIFICANT TOPICS, BUT CERTAIN SUBJECTS ARE STANDARD SUCH AS INFORMATION ON ECONOMIC DEVELOPMENT TOOLS AND POLICIES. THESE ACTIVITIES ARE DONE IN PERSON AS WELL AS VIRTUALLY AND ARE TYPICALLY PROVIDED BY THE EXECUTIVE DIRECTOR. HOWEVER, TOPICS OF INTEREST MAY REQUIRE OUTSIDE PRESENTERS BASED UPON AREAS OF EXPERTISE. THIS ACTIVITY HAPPENS ON A REGULAR BASIS AND HAS OCCURRED SINCE THE INCEPTION OF ICA. IT FURTHERS ICA'S EXEMPT PURPOSE OF PROMOTING THE COMMON INTERESTS OF ITS MEMBER ORGANIZATIONS BY EDUCATING OUR LOCAL MEMBERS ABOUT ECONOMIC DEVELOPMENT PRACTICES THAT HAVE WORKED IN OTHER AREAS AND BY FACILITATING COOPERATION AND COMMUNICATION AMONG OUR MEMBERS.

30 PUBLIC AFFAIRS AND EDUCATION. ANOTHER SECONDARY ACTIVITY IS WORKING ON EDUCATION ON ECONOMIC DEVELOPMENT FOR THE BROADER PUBLIC. THE ICA EXECUTES LUNCHEONS, RECEPTIONS AND OTHER EVENTS TO DISCUSS OUR BROADER PRIORITIES ALONG WITH PROVIDING INFORMATION ON IOWA'S ECONOMIC GROWTH. THE PROGRAMS ARE TYPICALLY RUN BY THE EXECUTIVE COMMITTEE WITH SUPPORT FROM THE EXECUTIVE DIRECTOR. THE EXECUTIVE DIRECTOR ALSO PUTS ON WEBINAR TRAININGS THAT ARE OFFERED TO THE MEMBERS OF THE INDIVIDUAL CHAMBERS ON TOPICS THAT ARE IMPORTANT TO ECONOMIC DEVELOPMENT AT THE FEDERAL, STATE AND LOCAL LEVELS. THIS ACTIVITY HAS BEEN CARRIED OUT SINCE 2018.
