TO FURNISH FULL REPRESENTATION TO ALL OF ITS MEMBERS IN MATTERS REGARDING THEIR WAGES, HOURS, AND TERMS AND CONDITIONS OF EMPLOYMENT AND ALL OTHER MATTERS RELATING TO THEIR GENERAL WELFARE.
