As stated in our "Reasonable Cause for Late Filing" statement unfortunately, during the 2021-2023 period we had 3 Air Force Association (AFA) Wright Memorial Chapter Treasurers. Our Treasurer up to the end of 2021 kept very good Chapter financial records. From 2022 to May 2023, the incoming Treasurer (2nd Treasurer) did not keep up to speed with the financial transactions and records very well, as he worked a full-time job as well. He essentially left our financial records in total disarray during that time frame with unpaid invoices and checks not deposited. In May 2023, I was the 3rd Treasurer brought on board and did my best to recover the tracking of our 2022-2023 Revenue & Expenses. Based on that the assumption that our 2020 Fm 990-EZ End of Year Bank Balance is correct we gained money in 2021 and 2022, then we lost money in 2023, and gained money again in 2024. So for Part I, Line #20 I added a Net Asset GAIN of $1987 to ensure Line 27 (B) must agree with Line 21, and overall when you add up our 2021 thru 2024 Cash Flow with all the gains and losses, we overall had a gain with over $4800. Technically it should be $0, and I would be more concerned if it was an overall loss or missing money.

Explanation:
Unfortunately, during the 2021-2023 period in question where we had our 501c3 tax exempt status revoked effective May 15, 2024, we had 3 Air Force Association (AFA) Wright Memorial Chapter Treasurers. In May 2023, I was the 3rd Treasurer brought on board and elected by the AFA Chapter since I had recently retired and was the Treasurer of our past homeowner's association. When I came on board as the new Treasurer, I worked closely with the new President (elected Oct 2021) and former Treasurer during 2021 to understand all the budget & financial data that was required, and had to recreate all of 2022 and 2023 up to May 2023 into financial spreadsheets to track all our actual revenue and expenses in the various categories we report on a semi-annual basis to AFA State of Ohio and AFA National organizations. In summer of 2023, the new Chapter President asked me to pull together the 2022 financial data into a MS Excel Spreadsheet that we collaborated on to organize our financial data to the necessary categories to file our 2022 Fm 990-EZ. And then at the end of 2023, the Chapter President asked me to pull together and organize our 2023 financial data into the Spreadsheet categories to be able to file our 2023 Fm 990- EZ in 2024. In addition, the new President insisted it was his role to file the Fm 990-EZ tax forms himself since the former President had Fm 990s independently filed by a person independent of the Treasurer. I was surprised, on August 19, 2024 the Chapter was notified by the Ohio AFA President that a letter had been received from the Dept of Treasury, Internal Revenue Service, saying our AFA Wright Memorial Chapter 501c3 tax exempt status had been revoked effective May 15, 2024, three months earlier for failure to file the past 3 years of Form 990s (2021, 2022 & 2023). When, I asked the Chapter President about the status of our Fm 990 filing for 2021, 2022 & 2023 he answered in an email that they were filed, and he was in communication with the IRS and the IRS was working it. But after the fact, we see our Form 990s were never posted on the IRS website under our EIN number. As Treasurer, I took over the task of re-generating the missing Fm 990-EZs, and including also our 2024 Fm 990-EZ from our annual Chapter financial data since the former President's computer had a hardware crash and lost all data in the interim time. In the meantime, our Chapter AFA Secretary applied for reinstatement of our 501c3 status and it was granted on March 12, 2026 for EIN #: 31-606625. It stated our effective date of exemption was May 15, 2024, thus being retroactive back to our date of revocation. We are now a 509a2 tax exempt organization, and are no longer subordinate under our parent AFA National group affiliation, since we applied for and were granted our own individual tax exemption status and individual listing in the Tax-Exempt Organization Search. That way, if anything ever happens with the parent organization, we won't lose our tax exemption. Under our new President and new Vice President in 2025, we updated all our Chapter Board, Vice President and Director position descriptions in aligning all roles & responsibilities with our National AFA responsibilities as well as unique roles for our Ohio Chapter. The Treasurer responsibilities now make it clear that the Form 990's are to be prepared/filed by the Treasurer, after review and approval of our Chapter Board. Also, as Treasurer I now brief to the Board and Executive Committee monthly meetings all our Budget actual revenues and expenses in spreadsheets for all the required categories by AFA State of Ohio and AFA National, and easily transferable to filing the financial data for our Form 990s. These financial records are saved on a web-based Microsoft Share Point folder accessible by all our Chapter Board Members and Executive Committee to have many eyes on our financial records. This will prevent them from being stored and lost again on only one person's computer. I will also upload copies of the Form 990s for tax years 2021-2025 on Share Point as soon as they are filed, so if they are ever needed in the future, the current Board and Executive Committee members can easily access them. Our tax status issue received high visibility within our AFA Chapter and above, and is being addressed with the utmost attention to circumvent this from happening again. We are deeply sorry for all the missteps that led to this situation, but grateful for your assistance in reinstatement of our tax exemption status back to the date of revocation. We believe we have taken excellent, intentional steps to avoid any future tax issues. Thank you!
