What is the organization's primary exempt purpose? The Bayview Chamber of Commerce, Inc. is organized and operated to promote the common business interests and economic vitality of the Bayview, Idaho community. The organization's primary exempt purpose is to advance the interests of its member businesses, promote civic engagement, and support community development through educational programs, community events, public infrastructure support, and cooperative business promotion activities.

Explanation:
The Bayview Chamber of Commerce, Inc. respectfully requests abatement of any penalties assessed under IRC Section 6652 for the late filing of this return, based on the following reasonable cause. During 2025, the organization experienced a complete turnover of its Board of Directors. The entirely new board, while committed to fulfilling the organization's obligations, had no continuity of institutional knowledge from the prior board regarding filing requirements, deadlines, or procedures. The newly appointed Treasurer, filing a Form 990-EZ for the first time, made a good-faith effort to prepare and submit a complete and accurate return in a timely manner. Due to unfamiliarity with current IRS filing requirements, the return was submitted on paper via U.S. Mail on May 28, 2025. The IRS subsequently returned the paper filing as incomplete, citing the mandatory electronic filing requirement under IRC Section 6652. Upon receipt of the returned paper filing, the Treasurer immediately took steps to comply with the electronic filing requirement and is hereby resubmitting this return electronically within the timeframe specified in the IRS demand letter. The organization acted in good faith throughout this process. The late electronic filing was not the result of willful neglect, but rather the result of circumstances beyond the reasonable control of a newly formed volunteer board navigating an unfamiliar compliance landscape. The organization is committed to timely electronic filing in all future years. We respectfully request that any penalties assessed be abated in accordance with IRC Section 6652(c)(3) based on the reasonable cause described herein.
