What is the organization's primary exempt purpose? AFGE Local 138 represents federal employees in Certified Bargaining Units BUs by using formal and informal procedures to ensure fair and equitable treatment. The organization negotiates Labor-Management Agreements and other Memoranda of Agreements for BU Employees. Additionally Local 138 advocates to Congress and Executive Branch Agencies on matters impacting federal employees.
Describe the organization’s program service accomplishments for each of its three largest program services, as measured by expenses. In a clear and concise manner, describe the services provided, the number of persons benefited, and other relevant information for each program title.
28 The Officers and Stewards of Local 138 provided representational services to employees on a daily basis in FY 2025. The Local was continuously successful ensuring that employees were treated fairly and equitably using both formal established procedures as well as employing informal procedures. The Local was able to consistently obtain successful results in resolving labor-management disputes. The Local also took proactive steps to prevent issues from becoming problems for employees.

29 In FY 2025 the Local was involved in negotiations over the Executive Order that sought to remove the Locals bargaining rights. There were negotiations in trying to enforce the existing negotiated agreement and retain use of the government furnished Union Office.

30 AFGE Local 138 pursues aggressive Legislative Action on behalf of the employees that they represent. The Local had representatives attend AFGEs Annual Legislative Conference in Washington D.C. where they met with the Michigan Members of the U.S. House of Representatives and the U.S. Senate and presented the Locals position on numerous issues that are critical to federal employees. Local representatives had follow-up visits with members of the U.S. House when back in Michigan.
