	VETERANS SERVICE ACTIVITIES - THE TEXAS VFW MISSION INCLUDES THE MANDATE TO PRESERVE AND STRENGTHEN COMRADESHIP AMONG VETERANS AND TO PROVIDE ASSISTANCE TO THEM, THEIR WIDOWS AND ORPHANS. TO MEET THIS OBLIGATION, THE TEXAS VFW DELIVERS A BROAD RANGE OF PROGRAMS AND SERVICES TO VETERANS THROUGH AN ORGANIZATIONAL STRUCTURE THAT EXTENDS TO POSTS IN COMMUNITIES THROUGHOUT THE COUNTRY. AT THE STATE LEVEL, THE DEPARTMENT SERVICE OFFICER PLAYS A KEY ROLE IN ASSISTING VETERANS IN DEALING WITH THE DEPARTMENT OF VETERANS AFFAIRS AND OTHER AGENCIES. Member election for additional members Part VI line 7a	Under the By-Laws the organization is to be governed by an annual Convention, consisting of several present and past officers and delegates elected by Posts. However, the By-Laws provide that the Council of Administration is responsible for administering the affairs and transacting business.
Governing body decisions Part VI line 7b	Under the By-Laws of the Veterans of Foreign Wars of the United States, the supreme power of the organization is lodged in the State Convention, consisting of the State Officers, Council of Administration, designated officers of State Department, members and delegates elected by Posts. However, the By-Laws provide that the Council of Administration is responsible for administering the affairs and transacting business between Conventions. The Council is, essentially, the organizations governing body, subject to the annual convention.
Form 990 governing body review Part VI line 11	Because of timing issues, it is not possible for the Council of Administration to meet to review the 990 prior to filing. However, the 990 is provided to each member of the Council prior to filing and they are invited to share their comments, questions and concerns, as well as any objections, to the 990 with the Council. The 990, along with the Reviewed Financials, are reviewed with the Budget and Finance Committee and the Council at a later, stated meeting.
