Describe the organization’s program service accomplishments for each of its three largest program services, as measured by expenses. In a clear and concise manner, describe the services provided, the number of persons benefited, and other relevant information for each program title.
28 Litigation under the National Environmental Policy Act and FOIA related to the Navy EA18-G (Growler) jets increase in training over Central Whidbey and the surrounding region of NW Washington State. We won at stage two of our NEPA suit and have continued to litigate the matter. Currently we are monitoring the Navy's compliance with the Court's Judgment and preparing for additional litigation in the event that the Navy does not comply with the Court's Judgment.

29 Continuing public education as to the dangers of exposure to jet noise and pollution from military jet training over civilian populations. We participated in the University of Washington's Public Health study regarding the health impacts of military jet noise on civilian populations. We engaged in a post card campaign to disseminate the UW Health Study findings to the public.

30 We prepared an Environmental Protection Act lawsuit against the U.S. Navy with regarding to harms being occasioned to the Marbled Murrelet, an endangered seabird, from Navy EA18-G ("Growler") operations in the Salish Sea region of NW Washington State. This lawsuit was filed on January 15, 2026. This case is being brought by our attorneys under a contingency fee arrangement and all of our time is voluntary, so there are no Grants or Program Expenses to report at this time.
