	FIELD SERVICES The field services department continues to engage Locals in AFSCME STRONG plans to foster local empowerment and to build local union membership within our established 125 locals and engaging with 43,338 individuals within our locals, with 31,549 logged assesments. In 2025 the Council signed 4,866 new members, 410 PEOPLE members, with 364 signing for PEOPLE MVP. We had 403 drop requests. The Council also reimplemented the BECK process which has resuilted in hundreds of AFPs and dozens of new members.Field Reps continue to provided training, to negotiate contracts and to assist with grievances and external organizing.

Form 990, Part VI, Section A, Line 7a 7b	- Members elect a Board of Directors every 3 years at the annual Council convention. The Board makes decisions on behalf of the members unless it is a constitutional issue.
Form 990, Part VI, Section B, Line 11	- The 990 is prepared externally and filed electronically by the independent auditor. The form 8879-TE authorization form is signed by a Board Officer. The audited financial statements are presented by the auditor and reviewed in depth with the Chair Officers and Finance Committee. The 990, however, is not reviewed by the full Board.
Form 990, Part VI, Section B, Line 15a 15b	- The Board sets the salary of the Executive Director. The salary of any other key or essential employees is set by the Executive Director.
