Part V, Line 2	Palmetto Power Cities, formerly South Carolina Association of Municipal Power Systems (SCAMPS), entered into a three-year service agreement in 2024 with the Municipal Association of South Carolina (MASC) to provide certain services, including managerial and administrative support, to PPC. As part of that agreement, during 2025, PPC paid MASC an annual administrative fee of $17,500. PPC does not have any employees or compensated officers. However, as part of the services contract between PPC and MASC, MASC provides a full-time staff member to PPC as an outsourced employee. For the year ended 12/31/2025, PPC paid MASC $186,840 for that provision. Compensation for the administrative officer and staff supporting PPC is determined based on the Municipal Association's classification and compensation study, which is conducted periodically by an external consultant using comparable market data. The PPC Board approves the outsourced employee expense as part of its annual budget. The outsourced employee provided by MASC had use of a MASC-owned automobile, the value of which was paid to MASC by PPC in the prior year. Costs associated with that vehicle and charged to PPC for 2025 were $848. In addition, the operating expenses of PPC are initially paid by MASC. PPC then reimburses MASC in entirety for those expenses. For 2025, PPC paid a total of $325,537 (this figure includes the aforementioned items) in reimbursed expenses.
